FY 2020 Power FRP Surcharge (July 1, 2020 - September 30, 2021)
Bonneville initiated the BP-20E expedited section 7(i) rate proceeding in June 2020 to propose the suspension of the Power and Transmission Financial Reserves Policy (FRP) Surcharges for the remainder of the FY 2020-2021 rate period. On June 29, 2020, BPA released the Administrator's Final Record of Decision, June 2020, BP-20E-A-01, which adopted the suspension of the FRP Surcharges. On July 23, 2020, the Federal Energy Regulatory Commission (FERC) issued interim approval of BPA’s rate proposal, effective July 1, 2020. The 2020 Power Rate Schedules and GRSPs and the 2020 Transmission Rate Schedules and GRSPs were revised effective July 1, 2020, to reflect the suspension of the FRP Surcharges.
In accordance with the 2020 Power Rate Schedules and General Rate Schedule Provisions, GRSP Section II.Q (revised effective July 1, 2020), the Power FRP Surcharge Rate for July 2020 through September 2020 is $0. The FY 2020 Annual Power FRP Surcharge rate is 0.47 mills per kilowatthour.
Provided below are the final FY 2020 Power FRP Surcharge rates and supporting documentation revised effective July 1, 2020.

FY 2020 Power FRP Surcharge (October 1, 2019 – September 30, 2020; Suspended effective July 1, 2020)
In accordance with the 2020 Power Rate Schedules and General Rate Schedule Provisions, GRSP Section II.Q, the Power FRP Surcharge Amount for FY 2020 is $30 million. The FY 2020 Power FRP Surcharge rate is 0.81 mills per kilowatthour for December 2019 – September 2020; and the final annual rate is 0.67 mills per kilowatthour. The 2020 Power Rates Schedules and GRSPs were updated on December 11, 2019, to reflect the implementation of the Power FRP Surcharge (see Appendix A for all updates).
The final FY 2020 Power FRP Surcharge is the same as that provided to interested parties for review and comment in November 2019. Provided below are the final FY 2020 Power FRP Surcharge rates and supporting documentation.
