​Horn Butte Wind Interconnection
Gilliam County, Oregon

Bonneville Power Administration (BPA) proposed to provide interconnection services to Invenergy Wind Development LLC  for Invenergy’s proposed Horn Butte Wind Project (Wind Project) in Gilliam County, Oregon.  Invenergy has requested that BPA allow interconnection of its Wind Project to BPA’s Federal Columbia River Transmission System (FCRTS) at BPA’s Boardman Substation.

To provide the interconnection, BPA would enter into a Large Generation Interconnection Agreement (LGIA) with Invenergy and add metering equipment in several existing BPA substations and within the Wind Project substation.
The siting of Invenergy’s Wind Project is under the authority of Gilliam County.  Accordingly, Invenergy applied to Gilliam County for a Conditional Use Permit authorizing construction and operation of the Wind Project, and Gilliam County issued a siting permit to Invenergy in December 2008. 
Invenergy’s Wind Project will be located on private lands adjacent to its Willow Creek Winds Project. BPA does not plan to purchase any of the power produced by the Wind Project.

BPA sent a letter to the public describing its limited actions related to the Wind Project and collected comments on the proposed interconnection.  BPA is currently not engaged in the process of preparing environmental documentation for this review because no actions are being taken to proceed with the Wind Project at this time.
