​Juniper Canyon I Wind Project

Pacific Wind Development (Pacific Wind), a wholly-owned subsidiary of Iberdrola Renewables, Inc. submitted a request to Bonneville Power Administration (BPA) for interconnection of up to 150 megawatts (MW) of power generated from the proposed Juniper Canyon I Wind Project located in Klickitat County, Washington into the Federal Columbia River Transmission System (FCRTS). Pacific Wind will independently build, own, and operate the Wind Project and its associated facilities, including a transmission line to the proposed point of interconnection at Bonneville Power Administration's (BPA) Rock Creek substation. A final environmental impact statement that addressed impacts of the entire Wind Project was released by Klickitat County on January 15, 2010. Klickitat County approved the Energy Overlay Zone permit for the project on February 12, 2010.

To interconnect the Wind Project, BPA will expand its Rock Creek substation yard within BPA's property boundary by approximately 100 feet by 65 feet and install a new 230-kV terminal. BPA also will install new metering and communications equipment in the existing Rock Creek substation control house, as well as in the Wind Project substation.

BPA has issued a tiered Record of Decision (ROD) approving the interconnection request, including expansion of the Rock Creek Substation to be completed in summer 2010. BPA believes the decision to interconnect the wind project is consistent with BPA's Business Plan ROD, August 1995 and Business Plan Environmental Impact Statement (EIS), June 1995. As a result of the tiered ROD, BPA will offer contract terms for interconnection of 150 MW of power from the Wind Project into the FCRTS.
