​Transmission Service Request Studies

​Transmission Service Request studies include any System Impact Study, Facility Study, or Cluster Study of new requests for transmission service. These studies are performed in accordance with section 19 and 32 of BPA’s Open Access Transmission Tariff governing Point-to-Point and Network Integration Transmission Service.

10/22/2020​ ​ BPA-TS 2021 Cluster Study
In January 2021, BPA-TS conducted a Cluster Study of certain eligible TSRs.  Customers executed Cluster Study Agreements (CSAs) requesting a total of 5,842 MW of long-term firm transmission service. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. The Cluster Study report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) there was sufficient ATC for 305 MW with no further requirements and b) 5,537 MW of the requests require the infrastructure additions identified in the study.

In January 2020, BPA-TS conducted a Cluster Study of certain eligible TSRs.  Customers executed Cluster Study Agreements (CSAs) requesting a total of 3,871 MW of long-term firm transmission service. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. The Cluster Study report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) there was sufficient ATC for 380 MW with no further requirements and b) 3,491 MW of the requests require the infrastructure additions identified in this study. 06/22/2020

11/4/2019 ​ BPA-TS 2019 Cluster Study
In January 2019, BPA-TS conducted a Cluster Study of certain eligible TSRs.  Customers executed Cluster Study Agreements (CSAs) requesting a total of 3,965 MW of long-term firm transmission service. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. The Cluster Study report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) there was sufficient ATC for 1,475 MW with no further requirements and b) 2,490 MW of the requests require the infrastructure additions identified in this study. 11/4/2019

BPA-TS TPP-2017-057 2016 TSEP Cluster Study  
 In June 2016, BPA-TS conducted a TSR Study & Expansion Process. Customers executed Cluster Study Agreements (CSAs) requesting a total of 2,042 MW of long-term firm transmission service. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. This report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) there was sufficient ATC for 229 MW with no further requirements, b) 100 MW could be authorized but also need additional interconnection requirements and c) 1,713 MW of the requests require the infrastructure additions identified in this study. 6/15/2017
